SSC Stenographer Salary 2026: Grade C and Grade D Pay Level, In-Hand Salary and Promotions

An SSC Stenographer Grade D starts at Pay Level 4 of the 7th Pay Commission matrix, a basic pay of Rs 25,500 a month. A Stenographer Grade C starts at Pay Level 6 (basic Rs 35,400) or Pay Level 7 (basic Rs 44,900), depending on the department you get. These pay levels are printed department by department in SSC's official tentative vacancy list for the Stenographer Grade C and D Examination, 2026, as on 4 June 2026.

With dearness allowance at 60% of basic pay since 1 January 2026, plus house rent allowance and transport allowance, our approximate gross monthly pay at the first stage in an X-class city such as Delhi works out to about Rs 54,210 for Grade D, Rs 73,020 for Grade C at Level 6 and Rs 91,070 for Grade C at Level 7. The full working, city by city, is below. These are estimates from official rates, not figures printed by SSC.

SSC Stenographer pay level and basic pay (2026 cycle)

The 2026 notice itself does not print a pay scale. SSC's tentative vacancy list for the 2026 exam does: it gives a pay level against every department. The basic pay ranges below are the 7th Pay Commission ranges for those levels, as SSC prints them in its CGL 2026 notice.

SSC Stenographer Grade C and Grade D: group, pay level and basic pay (2026 cycle)

Your basic pay rises by one cell of your level every year. Under the 7th Pay Commission rules there are two increment dates, 1 January and 1 July, and which one you get depends on when you joined; you still get only one increment a year.

Grade C is a Group B Non-Gazetted post. It is not a gazetted officer post, even when it sits at Level 7.

SSC Stenographer Grade C salary: Level 6 or Level 7 by department

Grade C pay is not uniform. In SSC's 2026 tentative list, six offices offer Grade C at Level 6 and five at Level 7. The gap at the first stage is Rs 9,500 of basic pay a month, before allowances, so read this table before you fill your post preferences.

Stenographer Grade C 2026: departments, pay level and tentative vacancies (as on 04.06.2026)

The 2025 cycle showed the same split. Its final vacancy list put Grade C at Level 7 in the Central Administrative Tribunal, Ministry of External Affairs, Intelligence Bureau, Election Commission, Armed Forces Headquarters and Central Vigilance Commission, and at Level 6 in CBIC, the Ministry of Labour and Employment, the Ministry of Jal Shakti and the Ministry of Culture. The level always goes with the department, so check it for each preference.

SSC Stenographer Grade D salary and where the jobs are

Every Grade D vacancy in the 2026 tentative list is at Level 4, so a Grade D stenographer starts at Rs 25,500 basic wherever they join. The list has 1,021 Grade D vacancies across 48 ministries and offices. These had the most:

All of this is tentative. SSC can revise vacancies before the final result, and the notice itself started with about 731. Some departments use their own names for the grades: CBIC, for example, called its 2025 recruits Stenographer Grade I (Grade C) and Stenographer Grade II (Grade D).

SSC steno salary in hand: approximate monthly pay in 2026

To estimate in-hand pay we used only official rates in force on 10 October 2026:

  • Dearness allowance (DA): 60% of basic pay from 1 January 2026, approved by the Union Cabinet on 18 April 2026. We could not find an announcement for the July 2026 instalment as of 10 October 2026; when it comes, DA and TA will rise.
  • House rent allowance (HRA): 30% of basic pay in X-class cities, 20% in Y-class and 10% in Z-class, the rates that apply once DA crosses 50%.
  • Transport allowance (TA) for Levels 3 to 8: Rs 3,600 plus DA in the listed higher-TA cities, and Rs 1,800 plus DA everywhere else. At 60% DA that is Rs 5,760 or Rs 2,880.
  • Pension contribution: 10% of basic pay plus DA is deducted for the National Pension System.

SSC steno salary in hand by city class

HRA and TA depend on where you are posted, so the same post pays differently in different cities. The X-class cities are Delhi, Greater Mumbai, Pune, Ahmedabad, Hyderabad, Bengaluru, Chennai and Kolkata. Y-class examples include Jaipur, Lucknow, Patna, Chandigarh, Guwahati and Bhubaneswar. Jaipur, Lucknow and Patna are also on the higher-TA list; Chandigarh, Guwahati and Bhubaneswar are not.

These are approximate figures from our own arithmetic, not salary slips. They leave out income tax, professional tax where a state levies it, and small deductions such as insurance and health scheme contributions, which vary by department and city. They also leave out any special allowances for remote or hilly postings.

Grade C or Grade D: what the pay gap means

If you can reach 100 words per minute in shorthand, Grade C is worth aiming for. At the first stage in an X-class city, our estimate puts Grade C in-hand pay about Rs 17,226 a month above Grade D at Level 6, and about Rs 33,756 above it at Level 7. Over a year, first-stage gross pay in an X-class city comes to roughly Rs 6,50,520 for Grade D, Rs 8,76,240 for Grade C at Level 6 and Rs 10,92,840 for Grade C at Level 7, before any DA rise or increment.

Grade C asks more of you, though. The dictation is at 100 words per minute instead of 80, you get less transcription time in English (40 minutes against 50), and in the 2025 cycle fewer mistakes were allowed (5% for UR candidates against 7% in Grade D). Grade C also has far fewer seats: 149 in the 2026 tentative list against 1,021 for Grade D.

Because the notice lets you apply for both posts, you can aim for Grade C and keep Grade D as a safety net, as long as your age allows. The upper age limit is 30 for Grade C but 27 for Grade D, counted on 1 August 2026.

Pension: NPS or the Unified Pension Scheme

New central government employees are in the National Pension System. You contribute 10% of basic pay plus DA and the government adds 14% to your account; only your 10% is cut from your pay. At the first stage, with DA at 60%, the government's share works out to about Rs 5,712 a month for Grade D and about Rs 7,930 (Level 6) or Rs 10,058 (Level 7) for Grade C, on top of your salary.

Since 1 April 2025, employees covered by NPS can instead opt for the Unified Pension Scheme (UPS). Your own contribution stays at 10% of basic pay plus DA, so the in-hand figures above do not change. Under UPS the government matches your 10% and puts an extra 8.5% into a pooled fund. Ask your office about the deadline to choose when you join.

Where SSC stenographers are posted

A stenographer works with an officer: taking dictation in shorthand, typing it out, and handling the officer's letters, notes and files. Where you do this depends on the department you get and the place it sends you.

  • All India Service Liability: every post can be sent anywhere in India.
  • Zones: after final selection a department may allot you a state, union territory or zone, and may ask you to learn that region's local language before you are confirmed.
  • Example: in September 2026 CBIC asked its 2025-cycle stenographers for zone preferences. Its Grade C vacancies were spread over 23 cadre controlling authorities (zones and formations) and its Grade D vacancies over 24.
  • BRO: Grade D posts in the Border Roads Organisation are for men only. Selected candidates train at the GREF Centre in Pune and can then be posted anywhere, including remote and high-altitude areas.

Since the department fixes both your pay level (for Grade C) and your likely postings, the post preference form is the most important money decision in this exam. Give as many preferences as you are genuinely willing to join; SSC does not change an allotted post later.

Promotions and pay growth for SSC stenographers

Grade D to Grade C

One promotion route from Grade D is SSC's Grade C Stenographers Limited Departmental Competitive Examination (LDCE), held for in-service stenographers of particular cadres. The eligibility in its 2025 notice was:

The same exam also covers the Election Commission and Central Vigilance Commission cadres. In the CSSS, the notice describes this as promotion to Personal Assistant. Other departments have their own recruitment rules, so ask your office about its promotion route after joining.

MACP if promotion is slow

Under the Modified Assured Career Progression scheme, you get a financial upgrade to the next pay level after 10, 20 and 30 years of service, or after 10 years in the same level, whichever is earlier, if you have not been promoted in that time. A Grade D stenographer at Level 4 would move to Level 5 at the first upgrade.

Probation and the 8th Pay Commission

New appointees are on probation for two years and must pass any training or tests the department sets. Remember the language rule too: if you took the skill test in Hindi you must learn English shorthand, and the other way round, or your probation may not be cleared.

Can a Stenographer Grade D become Grade C?

Yes. One route is SSC's Grade C Stenographers Limited Departmental Competitive Examination. In its 2025 notice, CSSS and Railway Board stenographers needed six years of approved service as Grade D and AFHQ stenographers three years. If you are not promoted, MACP gives a financial upgrade after 10 years.

Can I apply for both Grade C and Grade D?

Yes. The 2026 notice lets you choose Grade C, Grade D or both in the application form. Remember the age limits differ: 18 to 30 years for Grade C and 18 to 27 years for Grade D as on 1 August 2026.
